A memorandum of cooperation has been signed in Astana between the Government of Kazakhstan, one of Hong Kong's largest development groups, and Full Vision Capital.

The document, signed by the parties during a meeting with Prime Minister Olzhas Bektenov, provides for the launch of joint efforts in the fields of green energy, sustainable aviation fuel production, and the deployment of advanced energy technologies.
The focus is on the development of the city of Alatau, which is set to become a pilot site for localizing innovation. The Head of Government promised investors comprehensive state support, while Peter Lee, Chairman of Henderson Land Development, described the partnership as an opportunity to set new global standards for sustainable urbanism.
The parties agreed to cooperate in three key areas: sustainable energy, the production of sustainable aviation fuel (SAF), and the integration of innovative energy solutions. The discussions centered on the foreign partner's involvement in projects within the new city of Alatau, including smart grids, energy storage systems, and the modernization of transport infrastructure.
The Prime Minister emphasized that Alatau is being positioned as a testing ground for high‑tech deployment, with the city's special legal regime and "one‑stop shop" mechanism serving as additional incentives for investors. In response, Dr. Peter Lee reaffirmed the intent to develop a long‑term partnership and contribute to Kazakhstan's green transformation, noting: "We aim to introduce technologies that will help Kazakhstan establish a new international standard for sustainable development."
The signed memorandum covers not only energy and the agricultural sector but also the creation of a modern urban environment in Alatau.
