In these challenging times, the institution of the family remains a moral fortress, determining the health and future of society.

This was the topic of discussion at a round table on the theme: "The Exemplary Family – An Ornament to Society," organized on the initiative of the Zhambyl Regional Court and with the support of the Akimat of Zhambyl Region. The meeting took place at the "Anağa Tağzym" Family Support Center.

The event was attended by E.Sh. Karashokeyev, Akim of Zhambyl Region, and E.S. Kosmuratov, Chairman of the Zhambyl Regional Court.

Opening the session, Chairman of the Zhambyl Regional Court, E.S. Kosmuratov, noted:

"Since ancient times, our people have paid special attention to the institution of the family. The wise saying – 'The Motherland begins with the family' – remains in each of our memories from childhood. The family is truly a small state. We all know that the destruction of its foundations can lead to the decline of the entire state and society. That is precisely why a happy family is the foundation of a happy society; it is not for nothing that our people believed that 'The warmth of the family is the light of life.'

The problem we are discussing today is particularly relevant from the perspective of the nation's health. Therefore, I call for an open exchange of opinions," said E.S. Kosmuratov.

During the event, participants discussed the problems facing the institution of the family, identified the main causes of divorce among spouses that have become widespread at present, and proposed ways to prevent them.

The joint efforts of the judicial system and local authorities – the discussion of this very topic is linked to the desire to help strengthen the family as the foundation of the state. And this issue requires serious work.

As statistics show, in 2024, 4,441 marriages were registered in Zhambyl Region. In the same year, 491 of these marriages were dissolved by civil registry offices (RAGS), and 1,942 marriages were terminated by court order, totaling 2,433 dissolved marriages. Expressing the ratio of registered to dissolved marriages as a percentage, it stands at 54.7 percent. In 2025, 5,528 marriages were registered. Meanwhile, 689 were dissolved by civil registry offices and 2,137 by courts, totaling 2,826 dissolved marriages. The ratio of registered to dissolved marriages as a percentage is 51.1 percent.

Based on the results of the first four months of 2026, 1,453 marriages were registered, of which 225 were dissolved by civil registry offices and 615 by courts. Thus, 840 families have broken apart. The ratio of registered to dissolved marriages as a percentage is 57.8 percent.

All these issues were reflected in the reports of the speakers. For instance, D.B. Maulenov, Chairman of the Specialized Interdistrict Juvenile Court of Zhambyl Region, spoke on the topic: "Judicial Statistics on Divorce Cases and the Main Causes of Divorce"; Ә.O. Ospanov, Deputy Head of the Police Department of Zhambyl Region, spoke on "Prevention of Family Conflicts and Practices of Administrative Liability"; B. Almuratov, Head of the "Taldau" Social Research Center and Senior Lecturer at M.Kh. Dulaty Taraz University, presented the "Results of Social Research on Divorce Issues."

S.S. Surkova, Acting Associate Professor of the Civil Law and Procedure Department at M.Kh. Dulaty University, raised pressing issues in her report dedicated to the topic: "Domestic Violence Against Women and Minors as a Socio-Legal Consequence of the Increase in Divorce Proceedings"; S.B. Toregeldyev, Acting Head of the Employment Coordination and Social Programs Directorate of the Regional Akimat, presented an "Overview of Work Directions for Assisting Families in Difficult Life Situations." A.K. Ismailova, Director of the "Regional Center for Psychological Support" of the Education Department of Zhambyl Region, drew attention to issues of providing psychological assistance to families.

Representatives of local executive bodies, the justice system, the intelligentsia, non-governmental organizations, the legal community, scholars, heads of subordinate institutions, human rights commissioners, members of the Council of Elders (Aksakals), and other interested parties shared their opinions and suggestions.

The Specialized Interdistrict Juvenile Court of Zhambyl Region and the "Anağa Tağzym" Family Support Center signed a Memorandum of Mutual Cooperation.

Summarizing the results of the round table, participants noted the importance of protecting children's rights, strengthening the institution of the family, and ensuring family harmony for the full development of every child. It was recognized that holding such events regularly will contribute to improving the legal literacy of citizens, addressing current problems in the field of marriage and family, and providing psychological, legal, and social assistance.
