As of today, the Committee on Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan and its territorial divisions have completed work on recalculating the cost of heat supply services for consumers who do not have heat metering devices throughout Kazakhstan.
The work was carried out in accordance with the norms of legislation in the field of natural monopolies, as a result of which the refund of the accrual of funds based on the results of recalculation will be reflected in the personal account of consumers in a separate line in the form of an advance (balance) in the new heating period (2022-2023) or for a calendar year (until the end of 2022).
As it is known, in accordance with the norms of the legislation on natural monopolies of the Republic of Kazakhstan, a natural monopoly entity is obliged to recalculate the cost of a regulated heat supply service, taking into account the actual outdoor air temperature directly to consumers, or if it is impossible to establish the location of the consumer by reducing the tariff when paying for a regulated heat supply service.
Thus, over the past heating period of 2021-2022, the subjects of natural monopolies providing services in the field of heat supply recalculated the payment for thermal energy for consumers who do not have metering devices for a total amount of 489,950,250 tenge, including VAT:
– in Almaty – 40,935,520 tenge;
– in Nur-Sultan – 1,755,990 tenge;
– in Shymkent – 27,698,240 tenge;
– in Almaty region – 9 284 560 tenge;
– in Akmola region – 20 338 930 tenge;
– in Atyrau region – 8,275,780 tenge;
– in Aktobe region – 20 185 000 tenge;
– in the East Kazakhstan region - 186,251,070 tenge;
– in Zhambyl region – 16 585 480 tenge;
– in the West Kazakhstan region - 786,580 tenge;
– in the Karaganda region – 81,306,480 tenge;
– in Kostanay region – 4,449,030 tenge;
– in the Kyzylorda region – 38,824,760 tenge;
– in Pavlodar region – 3 138 510 tenge;
– in the North Kazakhstan region - 26,648,420 tenge;
– in the Turkestan region – 3,485,900 tenge.
At the same time, there will be no recalculation for consumers of the Mangystau region, since the cost of the regulated heat supply service is made in accordance with the actual outdoor temperature.
