Over the past three years, about seven thousand minors have committed crimes. Every second of them falls into the category of grave and especially grave. About 2.5 thousand teenagers have been convicted, and another three thousand are on preventive registration with the police. More than two thousand appeals regarding bullying were received this year.

Such alarming facts were announced at a meeting of the Coordination Council of the Republic of Kazakhstan on ensuring legality, law and order and combating crime, held under the chairmanship of Prosecutor General B. Asylov.

The participants of the council and invited guests discussed measures to prevent juvenile delinquency, noting that among them bullying, suicides and drug addiction are the most dangerous. To improve the child protection system, practical mechanisms were proposed that take into account that over 800 thousand, due to repeated identification, need help and individual support.

In this regard, tools used in specific work were named that allow directing efforts toward the prevention of offenses among minors and the early identification of children from risk groups. The intensification of the use of various digital programs was noted, thanks to which it is possible to monitor the condition of each identified child at the center and locally, understand the causes of problems and decide on the most acceptable support measures. This also applies to the accounts of those students who systematically visit internet resources for the sale of drugs.

And successful examples of effective measures find broad support, being disseminated throughout the republic. This was the case with the introduction, on the initiative of the prosecutor's office, of the position of deputy director for legal affairs in 190 schools of the Zhambyl region, which had a positive effect on reducing crime against minors.

Strengthening such interdepartmental prevention will allow coordinating the actions of various structures and preventing threats. This is especially important during school holidays, when children have more free time. Therefore, law enforcement bodies called on parents and legal representatives to take a more careful approach to organizing their leisure time and to control where and with whom they are.

It was emphasized that attention should be paid to compliance with legislative restrictions on the stay of minors outside the home and in entertainment establishments at night. Adult family members were recommended to hold regular conversations with children about compliance with public order and traffic rules, to explain why one should not participate in conflicts and illegal actions that threaten life and health and that this does not lead to anything good.

The manifestation of such vigilance is part of important preventive work to prevent violations of the law. Therefore, the safety of minors is the common responsibility of adults, and in particular of the family.

Another innovation is that "Zhas Sakshy" classes are opening in many regions of the country. They are created within the framework of the unified educational program "Adal Azamat" and the "Law and Order" project. The initiative is designed to improve the legal literacy of schoolchildren, prevent offenses among teenagers and foster their civic responsibility. In the classes, children will learn more deeply about their rights and obligations, safety rules and public order, and develop discipline, honesty and respect for society. Educational events are planned that will help deepen students' legal knowledge and teach them to apply legal norms in everyday life.

On the whole, the opening of "Zhas Sakshy" classes is aimed at improving educational work at school, explaining the principle of "Law and Order" and strengthening respect for the law. Thus, students of the "Zhas Sakshy" class of school No. 25 in Shymkent were familiarized with the Operational Control Center of the city Police Department. The informative trip allowed the children to see the restless pulse of the metropolis from the inside.
