The strength of the state and public systems of different countries, their dynamic development in the face of modern challenges and a tough struggle for economic markets directly depend on the competitiveness of the nation, the level of education and, in general, the quality of human capital.

In this regard, Kazakhstan pays special attention today to the field of education, as one of the most knowledge-intensive and innovative industries. The Head of State K.-Zh. Tokayev has repeatedly stressed the need to ensure the access of citizens of our country to quality education.

The Bolashak program, established in 1993, has been providing an opportunity for retraining and advanced training of specialists in international programs for 30 years.

Thus, within the framework of the initiative of the Head of State "Zhana Kazakhstan", a three-month scientific internship was organized under the Bolashak program by the head of the Department of Cybersecurity and Information Technologies of the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, Doctor of Philosophy (PhD), Police Major A. Bekishev and Associate Professor of the Department of Operational Investigative Activities, Doctor of Philosophy (PhD), Police Lieutenant Colonel E.Nasyrova.

The scientific internship took place at the Department of Criminology of the Faculty of Law of the Lomonosov Moscow State University. The classes were devoted to the study of normative legal acts regulating the activities of law enforcement agencies of the Russian Federation on the disclosure and investigation of crimes, research activities, educational and methodological documentation and many other aspects of law enforcement practice. Many training events were organized in the format of industry conferences, round-table meetings, expert platforms and master classes.

In order to become more familiar with the experience in the field of legal knowledge and practice, interns were invited to visit the Russian Technological University "MIREA", the Moscow Academy of the Investigative Committee of the Russian Federation, the Peoples' Friendship University of Russia, the Department of Forensic Psychiatric Examinations of the Moscow Scientific and Practical Center of Narcology of the Moscow Department of Health, the National Compliance Association of the Russian Federation, the All-Russian Research Institute of the Ministry of Internal Affairs RF.

The internship program was very intense. This is participation in the international scientific and practical conference "Public Service: history and modernity" on the basis of the Russian Academy of National Economy and Public Administration, acquaintance with the educational and scientific activities of the National Research University "MIET", the Moscow Technical University of Communications and Informatics.

An important stage of the internship was familiarization with practical experience in the field of countering cybercrime. During the visit to the international company "Group-Ib", the issues of disclosure and investigation of cybercrime and fraud using information technology were considered. Modern forensic equipment and a mechanism for investigating crimes using modern technologies were demonstrated at Criminalisticheskaya Technika LLC. At a meeting in the Main Department of Criminalistics of the Investigative Committee of the Russian Federation, Russian colleagues shared new developments in this area.

The main event of the three-day visit to the Kutafin Moscow State Law University was the IX Moscow Law Forum with the participation of representatives of leading law schools, where a professional exchange of experience and ideas took place. The Russian State University of Justice invited to take part in the XVI International scientific and practical conference "Regulation of Legal relations: problems of theory and practice", where well-known scientists at a round table discussed the topic "Philosophy of law, theory of law, history and methodology of legal science as scientific and academic disciplines".

An exciting event was a visit to the Bauman Moscow State Technical University – the famous "Baumanka" – one of the best technical educational institutions, the history of which dates back to the 1830s, and where personnel are being trained in 70 or more specialties today. In the ranking of Russian universities, the university consistently occupies a leading position.

A lot of useful information was provided by participation in the III International scientific and practical conference "Actual problems of high-tech law", organized by the National Research University "MIET"; in a meeting of the Academic Council of the Faculty of Law of Moscow State University; in the work of the scientific circle of the Department of Criminology with the participation of the chairman of the Union of Young Lawyers of Russia E.Panin.

Many questions from the field of criminal law were also raised at a round table meeting held on the basis of the Russian Federal Center for Forensic Examinations under the Ministry of Justice of the Russian Federation, as well as at the international scientific and practical conference "Actual problems of judicial, law enforcement, human rights, criminal procedure and National Security" dedicated to the 50th anniversary of the Department of Criminal the process of the Kuban State University.

For a wider coverage of foreign participants, a number of events were held in a remote format. Thus, the III International scientific and practical conference "CYBER-QORGAY-2022", held by the Military Engineering Institute of Radio Electronics and Communications of the Ministry of Defense of the Republic of Kazakhstan, as well as meetings of the circles of the Faculty of Law of Lomonosov Moscow State University on the topic were organized online: "Visual contact: features of interrogation and confrontation by video communication". Kazakh trainees participated in the All-Russian tournament "CRIMCESS-2022" as honorary guests.

During the internship, there were many interesting meetings with prominent Russian scientists of the Lomonosov Moscow State University – Dean of the Faculty of Law, Doctor of Law, Professor, Corresponding Member of the RAO A. Golichenkov, Professor of the Department of Criminology, Doctor of Law, Professor L. Bertovsky. A useful exchange of views took place at a meeting of the dissertation Council during the discussion of A. Linets' doctoral dissertation on the topic: "The role of labor law in the economic system of society at the present stage"; during lectures by the Head of the Department of Criminology, Doctor of Law, Professor I. Komarov, Associate Professor of the Department of Criminology, Doctor of Law.N., Associate Professor M. Ignatiev, Head of the Department of Criminal Procedure, Justice and Prosecutorial Supervision, Doctor of Law, Professor L. Golovko, at a practical lesson Professor of the Department of Criminology, Doctor of Law, Professor M. Makhtaev, etc.

A huge range of topics were listened to directly at the refresher courses. Of particular interest was the discussion of the topics "Forensic examination of documents", "Modern types and methods of expertise", "Fundamentals of methods of investigation of crimes in the field of computer information", "Scientific foundations of investigative science", "Forensic support for the identification, disclosure, investigation and prevention of corruption-related crimes", "Forensic support of business intelligence", "Forensic means and methods of countering raider seizures", "Tactics of interaction of business structures with law enforcement and regulatory authorities".

During the internship, students were given the opportunity to use the library collections of the Lomonosov Moscow State University, the Russian State Library, the State Public Scientific and Technical Library, the library of the Kutafin Moscow State University and others, which allowed them to collect a wealth of empirical material on the topics of academic disciplines and research works, giving new ideas for training scientific articles.

The cultural program was informative and no less informative – a visit to the museum and exhibition complex of the Moscow region "New Jerusalem", the State Museum of Defense of Moscow, the estate complex "Izmailovo", the Armory of the Moscow Kremlin, and, of course, an excursion to the Exhibition of Achievements of the National Economy, where a unique space for projects within the framework of international business exhibitions and congresses, festivals and holidays. And after the visit to the museum of the Butyrskaya prison, the staff of the Pre-trial Detention center No.2 of the Federal Penitentiary Service for Moscow.

The opportunity to study advanced foreign experience, gain new knowledge and skills, communicate with well–known experts and scientists during the training period - these goals of the internship program were fully achieved.

Following the results of this scientific trip to the Almaty Academy, a letter came from the Dean of the Faculty of Law of the Lomonosov Moscow State University, corresponding member of the RAO, Professor A. Golichenkov: "Dear Aidar Mutalikovich! I express my gratitude to you for the high professional training of the staff of the educational institution entrusted to you, trainees of the Faculty of Law of the Moscow State University named after M.V. Lomonosov – Head of the Department of Cybersecurity and Information Technology, Doctor of Philosophy (RhD), Bekishev Askhat Kenzhebekovich and Associate Professor of the Department of Operational Investigative Activities, Doctor of Philosophy (RhD) Nasyrova Elmira Mikhtatovna.

During the scientific internship (February – April 2022) under the Bolashak program, A. Bekishev and E. Nasyrova took an active part in the activities of the Department of Criminology and other departments of the Faculty of Law, which allowed them to gain useful experience in sharing knowledge about the activities of law enforcement agencies of the Russian Federation and the Republic of Kazakhstan.
