When building a system of security and social protection, government bodies of the Almaty Region proceed from the understanding that economic growth and the region's investment attractiveness are inextricably linked with the social stability of the population. One of the main indicators of this is the attitude toward human security and people's confidence in the future.

The priority tasks of this area of social policy were discussed at a meeting of the Coordination Council of the city of Konayev, chaired by Deputy Akim of the Region Gani Mailbayev. The meeting set the direction for an in-depth resolution of issues concerning citizens with limited mobility, paying attention to a wide range of matters primarily related to adapting social and transport infrastructure to their needs, including the development of inclusive education and the accessibility of cultural institutions and cultural events for people with disabilities.

In order to promote safety and social security, the council members, together with heads of regional departments, deputy akims of districts and cities, heads of employment and social program offices, freelance advisers to akims on disability issues, representatives of non-governmental organizations, and special social service centers, particularly emphasized the need to ensure the safety of this population group.

As Gani Mailbayev noted, the rights of citizens with disabilities must be fully and systematically protected. In this regard, a special working group will be established to address each problematic area within the region.

Measures must be accelerated to adapt social and transport infrastructure so that every facility – including government institutions, educational organizations, and cultural institutions – is fully accessible to citizens with special needs. It is important to ensure that the proposals and initiatives voiced at the meeting are implemented in practice.

The outcomes of the meeting in Konayev lead to the conclusion: the leadership of the Almaty Region views citizen security and social welfare as a priority task in creating conditions where every person can be confident that they are valued, protected, and cared for.
