On Kazakhstan's political arena, one chapter has closed and a new one has simultaneously opened. The country's largest political forces – the AMANAT and Әділет parties – have officially moved toward unification. The unanimously supported decision effectively resets the party system amid the ongoing constitutional reform.

Astana hosted the II Congress of the Әділет party, at which the accession of the country's largest political force, AMANAT – active since 1999 – was approved.

The congress was attended by 613 delegates, as well as representatives of trade unions, industry associations, and expert organizations.

The key issue on the forum's agenda was the consideration of the initiative for AMANAT to join the party. Prior to the plenary session, a strategic session was held where delegates discussed the party's medium-term priorities, including institutional expansion, the formation of a regional network, and the development of internal governance mechanisms. Particular attention was paid to adapting the party structure to the potential unification and legally harmonizing organizational procedures.
As part of the organizational block of the congress, delegates unanimously supported the establishment of regional branches of the Әділет party. The regulations on regional structures were approved, defining their legal status, powers, the system for electing governing bodies, as well as their functional responsibilities.

After discussing strategic and organizational matters, Rauan Kenzhekhanuly, a member of the party's Politburo, put the question of AMANAT joining the Әділет party to a vote.
Following the vote, the decision was supported by all 613 registered delegates, with no votes against or abstentions.

Aibek Dadebay, Chairman of the party, noted in his address to the congress that the decision under consideration extends beyond internal party regulation and reflects a broader phase of the state's political and legal transformation.

According to him, Kazakhstan has entered a period in which tasks are being addressed in parallel: strengthening the constitutional system, enhancing the effectiveness of state institutions, ensuring sustainable economic growth, and shaping a new model of political culture.

– This means ensuring the effective functioning of the new constitutional system, strengthening human rights institutions, creating conditions for sustainable economic growth, developing entrepreneurship, and improving the quality of public administration. Furthermore, it is necessary to foster a new political culture grounded in the rule of law, accountability, and the active participation of citizens in the fate of their country, – noted Aibek Dadebay.

He emphasized that amid increased public demand for institutional effectiveness, political parties are gaining additional institutional significance, acting not only as participants in electoral processes but also as mechanisms for fostering political accountability and channels of public representation. In his assessment, the key criterion for state activity is no longer declarative rhetoric but measurable socioeconomic outcomes.

The head of the Әділет party separately stressed that the unification of political forces should be viewed as a conscious process of consolidation, rather than a mechanical merger of structures. He recalled that Әділет was formed as an open platform uniting professional communities, public organizations, and representatives from various economic sectors.

At the same time, the party chairman underscored that political consolidation reflects a shift in public demand toward enhanced institutional coordination and reduced fragmentation of the political field. According to him, such processes in international practice often accompany phases of institutional modernization in states.

Following the adoption of the key decision, the congress moved on to discussing the implementation of the unification. It was noted that the integration of party structures would require phased legal groundwork, including the harmonization of constituent documents, personnel procedures, membership mechanisms, and the financial and organizational model.

It was also emphasized that the transition of AMANAT members into the Әділет structure is not automatic and will be carried out in accordance with established procedures.

It should be noted that the consolidation decision was supported by the AMANAT party at its XXVI Congress, held on June 12. The congress reviewed the party's long-term achievements in the areas of legislative support for reforms and socioeconomic development.

Yerlan Koshanov, Chairman of the AMANAT party, noted that the decision to join Әділет is a logical continuation of the course toward consolidating political forces amid large-scale reforms. He emphasized that the country has entered a stage where what is needed is not competition among fragmented centers of influence, but rather the pooling of efforts around strategic development goals.

During the AMANAT congress, the results of parliamentary activity were presented, including the faction's involvement in drafting 104 out of 118 bills in the current convocation. Data was also released on the implementation of social initiatives, including programs to reduce household debt, develop rural areas, digitize public services, and return lands to state ownership.

Particular attention was given to the socioeconomic outcomes of implemented programs, including the construction of 600 schools, salary increases for certain categories of workers, expanded access to medical services, and the introduction of systemic support measures for rural doctors and teachers.

Speakers at the AMANAT congress also noted that the unification with Әділет aligns with the logic of the presidential course toward building a "Just Kazakhstan" based on the principles of the rule of law, institutional effectiveness, and public trust. In this regard, several delegates emphasized the need to strengthen a unified political platform to ensure the sustainability of reforms.

It is worth recalling that the Әділет party was established as a result of an initiative by citizens and professional communities during the renewal of the country's political system. The founding congress took place on May 7, 2026, in Astana, and on June 1, 2026, the Ministry of Justice of the Republic of Kazakhstan officially registered the party. Its ideological and programmatic foundation includes the principles of the rule of law, justice, accountability, equality, patriotism, and progress. In practical terms, the party advocates a course toward developing effective state institutions, supporting regions, digitalization, strengthening human capital, and enhancing the economy's competitiveness.
