The Presidents of Kazakhstan and Kyrgyzstan held talks in an expanded format with the participation of official delegations of the two states.

Speaking with a welcoming speech, Kassym-Jomart Tokayev expressed support for Sadyr Zhaparov's initiative to bring bilateral relations to a new level.

– Since independence, Kazakh-Kyrgyz cooperation has been developing dynamically in all spheres. Our ties are being strengthened in the spirit of strategic partnership and alliance. This was achieved thanks to the values common to both peoples," the Head of our State believes.

The President of Kazakhstan highly appreciated the results of the negotiations in a narrow format, as well as the desire of the President of Kyrgyzstan to deepen a multifaceted partnership with our country.

– For my part, I want to emphasize that Kazakhstan is firmly committed to the strategic course for the full strengthening of Kazakh-Kyrgyz relations in the spirit of friendship, good–neighborliness and genuine alliance, - said Kassym-Jomart Tokayev.

Speaking about dynamically developing interstate relations, Kassym-Jomart Tokayev noted an active and trusting political dialogue at the highest level, coordinated work by the governments of the two countries.

Kassym-Jomart Tokayev called the successful implementation of the agreements reached following the Kyrgyz leader's state visit to Kazakhstan. In particular, we are talking about the intensification of contacts between the two governments, the creation of a modernized checkpoint "Kordai – Ak Zhol", the strengthening of military-technical cooperation, the provision of regular humanitarian assistance and effective work on the exchange of electricity.

At the same time, the Head of State pointed out the need to search for new forms of interaction in the conditions of turbulence of the world economy. The Leader of Kazakhstan focused on the issues of increasing trade turnover by expanding the mutual export nomenclature, improving the throughput capacity of the Kazakh-Kyrgyz border, including the introduction of digital solutions in customs procedures.

In addition, Kassym-Jomart Tokayev noted the importance of establishing full-scale cooperation between the regions, including the organization of the first Forum of Interregional Cooperation between Kazakhstan and Kyrgyzstan.

The President called for intensifying investment cooperation, offering to study mutually beneficial proposals and form a list of promising projects. One of them may be the joint construction of hydropower facilities in Kyrgyzstan, in particular, the Kambarata HPP-1.

During the talks, issues of water diplomacy and strengthening cooperation in the field of information technology were also discussed.

Cultural and humanitarian ties play an important role in the rapprochement of the two fraternal peoples. The Head of State expressed gratitude to Sadyr Zhaparov for the decision to open a monument to the great Kazakh poet Abai Kunanbayuly in the center of Bishkek. The presidents of the two countries will attend the opening ceremony of this monument today after negotiations. Kassym-Jomart Tokayev spoke about the decision to perpetuate the memory of Manas in Nur-Sultan as a sign of gratitude.

The President also noted the interest of eight Kazakh universities in opening representative offices in Kyrgyzstan and announced an increase in student quotas for Kyrgyz students to 50.

In turn, the President of Kyrgyzstan stated the positive dynamics of the development of bilateral relations.

– There are no political contradictions between our states. That's the main thing. There is a clear understanding that, through joint efforts, Kyrgyzstan and Kazakhstan will ensure further expansion of the complex of bilateral ties, as well as constructive interaction within interregional and international structures in line with strengthening regional stability and security," the Kyrgyz leader said.

During the meeting, the leaders of Kazakhstan and Kyrgyzstan were shown a video report on the start of construction of the industrial trade and logistics complex "Alatau" in the area of the checkpoints "Karasu" and "Ak-Tilek". The creation of ITLK will reduce the number of intermediaries, reduce the cost of products for the end user and increase the speed of deliveries.

Following the talks, Kassym-Jomart Tokayev and Sadyr Zhaparov signed a joint statement aimed at bringing bilateral cooperation to a qualitatively new level, further enhancing partnership and coordinating actions in the international arena.

Members of official delegations signed the following documents in the presence of the Heads of State:

1. Protocol on the intention to conclude a cooperation agreement between the Akimat of the Almaty region of the Republic of Kazakhstan and the Office of the Plenipotentiary Representative of the President of the Kyrgyz Republic in Issyk-Kul region.

2. Memorandum of cooperation between the Akimat of the Turkestan region of the Republic of Kazakhstan and the Office of the Plenipotentiary Representative of the President of the Kyrgyz Republic in the Osh region.

3. Memorandum of cooperation between the Akimat of the Zhambyl region of the Republic of Kazakhstan and the Office of the Plenipotentiary Representative of the President of the Kyrgyz Republic in the Talas region.

4. Memorandum between the Ministry of Trade and Integration of the Republic of Kazakhstan, the Ministry of Economy and Commerce of the Kyrgyz Republic and JOINT TECHNOLOGIES LLP on investing in the infrastructure of the industrial trade and logistics complex in the area of the Karasu and Ak-Tilek road checkpoints.

5. Memorandum of Understanding between the Ministries of Agriculture of the Republic of Kazakhstan and the Kyrgyz Republic Republic in the field of agriculture.

6. Agreement between the Government of the Republic of Kazakhstan and the Cabinet of Ministers of the Kyrgyz Republic on the prevention and extinguishing of wildfires in border areas.

7. Agreement between the Government of the Republic of Kazakhstan and the Cabinet of Ministers of the Kyrgyz Republic on cooperation in the field of aviation search and rescue.

8. Protocol on amendments to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on cooperation in the field of education dated July 4, 2006.

9. Protocol on Amendments and Additions to the Agreement between the Republic of Kazakhstan and the Kyrgyz Republic on Mutual Legal Assistance in Civil and Criminal Matters dated August 26, 1996.

10. Joint action plan of the Ministry of Foreign Affairs of the Republic of Kazakhstan and the Ministry of Foreign Affairs of the Kyrgyz Republic for 2022 on the occasion of the 30th anniversary of the establishment of diplomatic relations between Kazakhstan and Kyrgyzstan.
