On December 30, 2021, the international round table on: «The role of the Basic Law in the formation and development of the foundations of Independence of Kazakhstan», dedicated to the 30th anniversary of Independence of the Republic of Kazakhstan and the day of adoption of the Constitutional Law «On the Constitutional Council of the Republic of Kazakhstan» was held in a hybrid format.

The event was co-organized by the Constitutional Council, Nursultan Nazarbayev Foundation, the Human Rights Commission under the President of the Republic of Kazakhstan, the Eurasian Academy of Law named after D.A. Kunaev, the Institute Sorbonne-Kazakhstan of Abai KazNPU, the Kazakhstan Criminological Association.

Opening the forum, Chairman of the Constitutional Council Kairat Mami noted, that the Constitution of the Republic of Kazakhstan has created all the conditions for the development of political, economic, social processes and institutions, ensuring the modernization breakthrough of Kazakhstan. An important factor in the progressive development of constitutionalism is the actual implementation of the provisions of the Constitution. Over the years, the Constitutional Council has become a reliable guarantee of ensuring the regime of constitutional legality in the country. One of the directions of the development of national law is the further improvement of the mechanisms of constitutional review and execution of its decisions, the speaker summed up. 

The forum was moderated by Deputy Executive Director of Nursultan Nazarbayev Foundation, Chairman of the Human Rights Commission under the President of the Republic of Kazakhstan IgorRogov. He noted that the topic of the conference in the current conditions is more relevant than ever. Today, when the world is faced with the negative consequences of the coronavirus crisis, the constitutional system is one of the most important constants that guarantees the stability and security of society.

Time has shown that it was the constitutional model formed by the First President of our country, Nursultan Nazarbayev, that made it possible to ensure political stability, social harmony, economic development of the state, and guaranteed effective protection of human rights and freedoms of a citizen.

The rector of the Eurasian Academy of Law named after. D.A. Kunaev O. Sh. Zhalairi also addressed the participants of the forum with a welcoming speech.

On the designated issues the reports of representatives of the national legal science,  professors M. Bashimov, D. Baymakhanova, L. Zhanuzakova, K. Aitkhozhin, A. Karaev and E. Duisenov were heard.

Foreign experts, namely the Director of the Institute of Legal Sciences of Zelenogursky University (Poland) Bishtyga Andrzej, Vice-Rector for Research and International Relations of A.S. Griboyedov Institute of International Law and Economics A. Avtonomov, Professor of the Department of Constitutional Law of the Ural State Law University I. Ostapovich shared their opinions on the topic.

The participants of the round table, including foreign experts, emphasized that the course towards the full disclosure of the potential of the Constitution of the Republic in all spheres is consistently pursued in the activities of the country's leadership and praised the ongoing reforms.

The forum was attended by representatives of state bodies of Kazakhstan, educational institutions and the scientific community of Kazakhstan.
