Prime Minister Olzhas Bektenov has signed a corresponding resolution regarding the Action Plan approved by the Government of the Republic of Kazakhstan, aimed at explaining the provisions of the new Constitution adopted in the republican referendum on March 15, 2026.
The document provides for the establishment of systematic work to communicate the main norms of the Fundamental Law to the population, and is also aimed at increasing the level of legal culture and literacy of citizens, covering the implementation of legislative initiatives arising from the updated Constitution.
A total of 36 measures are planned, combined into three main blocks: organizational measures, information and explanatory work, and legal support for the implementation of the Constitution.
Within the organizational direction, the following are planned: the publication and distribution of the text of the Constitution, including special formats for people with disabilities, as well as its widespread placement on electronic resources. Additionally, scientific and expert support, the preparation of information materials, the release of thematic products, and the holding of exhibitions and educational projects are envisaged.
Considerable attention is paid to the formation of the legal consciousness of society. In particular, it is planned to conduct training seminars, lectures and other educational events, update curricula in schools and universities, as well as develop new courses – "Fundamentals of the Constitution" and "Law and Order." Simultaneously, methodological materials and children's publications will be prepared.
Information and explanatory work will be organized on a systematic basis: a unified media plan is envisaged, along with a series of thematic events aimed at broadly informing the population.
A separate block is dedicated to the legal support for the implementation of the Constitution. It includes an analysis of current legislation, bringing it into compliance with the new norms, as well as the updating of state strategies and concepts.
It is expected that the implementation of this plan will ensure a comprehensive explanation of all norms of the Fundamental Law among the population and the full implementation of its provisions, creating conditions for their effective application in the public and legal life of the country.
