Head of State Kassym-Jomart Tokayev initiated new political reforms. One of these is the rejection of the super-presidential form of government.
The process of legislative restriction of the powers of the president is planned to be formalized by the end of this year. This was announced by the Minister of Justice Kanat Musin.
The President himself spoke about serious political reforms in his Message to the people of Kazakhstan. In particular, he called for the final transition from a super-presidential form of government to a presidential republic with a strong parliament. To do this, the Head of State proposed to reduce the excessive concentration of presidential powers.
– To implement the announced initiatives, it will be necessary to amend the constitutional law "On the President of the Republic of Kazakhstan" and a number of other laws. The introduction of relevant bills for consideration by the parliament is scheduled for August of this year, and their adoption by the end of this year," the minister said.
According to the Minister of Justice, a block of amendments is planned to be introduced to the constitution, they are aimed at revising the powers of the president and introducing additional restrictions related to the tenure of the head of state during his term of office.
Kanat Musin stressed that the President proposed to establish a ban on the membership of the head of state in political parties for the period of the presidency. Similar requirements will apply to the chairmen and members of the Central Election Commission, the Accounts Committee and the Constitutional Council, heads of regions and their deputies.
Plus, Kassym-Jomart Tokayev initiated the establishment of a ban on the occupation by close relatives of the head of state of senior positions in state and quasi-state structures at the constitutional level. A number of other proposals of the President are aimed at reducing the participation of the head of state in the formation of the upper house of parliament, limiting his influence on local representative and executive bodies.
– Summarizing, we can say that the planned reforms concerning the powers of the president will contribute to the development of political competition and culture, the development of regional independence, the formation of personnel competition in the state apparatus, – said the minister.
