At the meeting of the Government of the Republic of Kazakhstan, a set of measures to implement the Address of the Head of State "A just state. One nation. A prosperous society."

According to Interior Minister Marat Akhmetzhanov, as part of the tightening of responsibility for violence in the family and household sphere, it is planned to introduce an additional qualifying feature - "in relation to a person who is in the sphere of family and household relations" for the most common criminal offenses.

It is also planned to establish a lower threshold for the term of arrest for administrative violations in this area from five days, as well as to increase the term of arrest for repeated offenses from 20 to 25 days.

In addition, it is planned to switch from the declarative to the revealing nature of the registration of domestic offenses.

– This will enable the police to initiate cases of administrative offenses without a victim's statement – upon the commission of domestic violence. In this case, the final legal assessment will be given by the court. This measure will ensure the principle of inevitability of punishment," M. Akhmetzhanov said.

It is also planned to tighten the requirements for the procedure of reconciliation of the parties in court, by excluding such a right in case of repeated commission of an illegal act. It will also make it possible to stop the vicious practice of psychological pressure of "rowdies" and other persons on the victims.

At the same time, the issue of replacing the measure of administrative penalty "warning" with public works is being worked out.

These are street cleaning, public areas, road construction and repair, landscaping and landscaping of urban areas, as well as other socially useful work. This type of punishment most effectively motivates potential violators to control their behavior.

The Interior Minister spoke about the development of a comprehensive plan to combat drug addiction and drug trafficking.

– A strategic policy document will be developed. It will contain a set of measures aimed at consolidating the efforts of authorized state bodies in the field of countering drug crime and drug addiction prevention. At the same time, interdepartmental coordination will be strengthened, as well as control and supervision over the implementation of planned activities," the Interior Minister stressed.

In particular, it is planned to provide measures to strengthen the primary prevention of drug addiction, with the assignment of its coordination to a specific state body (Ministry of Health).

It is also necessary to optimize the medical records of drug addicts with the inclusion of the following quantitative indicators:

episodic drug use (twice during the year placement in detoxification Centers);

hospitalization due to poisoning with psychoactive substances in other medical institutions, including private clinics;

receiving emergency medical care in case of drug overdose without hospitalization.

It is also supposed to simplify the procedure for bringing new types of synthetic drugs under control with the improvement of the methods of their forensic examination.

– Improvement of the mechanism for limiting the use of provider, banking and postal services in drug trafficking. It is advisable to legislate the identification of all their users. Strengthening border checkpoints, customs inspection zones and international postal exchange," the Minister said.

A number of measures will be taken to improve the effectiveness of the work carried out to counteract Internet and telephone fraud.

Thus, as part of the implementation of the instruction of the Head of State, it is planned to strengthen the work on identifying criminal schemes, bringing to justice their organizers and dropers (persons involved in cash-out schemes).

– For these purposes, on the basis of a comprehensive analysis, a departmental program for countering cybercrime, including Internet fraud, will be developed. It is planned to provide organizational and legislative measures to neutralize and prevent such crimes. Special attention will be paid to the development of mechanisms for blocking calls from replacement subscriber numbers," M. Akhmetzhanov noted.

Along with this, information and explanatory work among the population will be strengthened together with the authorized bodies. This will increase the legal and financial literacy of citizens.

– For the implementation of the remaining instructions of the Head of State, the active participation of the Ministry will be ensured, including within the framework of the working groups being created. Concrete proposals will be prepared in all directions," the Interior Minister summed up.
